A Political Dimension</strong></p> <p>In the article, I will discuss a model and a mechanism of the Council of Europe member states’ compliance with the European Charter of Local Self- Government, which was developed by the Congress of Local and Regional Authorities of the Council of Europe (CLRA). A case study analysis will be based upon investigation of three monitoring procedures launched on Poland so far. The main aim of my analysis is to examine a changing condition of local democracy in Poland as evidenced in periodical assessments carried out by CLRA’s Monitoring Committee.
