Głosowanie online w Polsce? Wnioski z estońskiego doświadczenia i perspektywy implementacji innowacji wyborczych

ONLINE VOTING IN POLAND? CONCLUSIONS FROM ESTONIAN EXPERIENCE AND PERSPECTIVES FOR IMPLEMENTING ELECTORAL INNOVATIONS
This article examines the feasibility of implementing remote online voting in Poland, with particular reference to Estonia’s experience as a global leader in this area. The analysis identifies the technological, legal, and social conditions necessary for introducing e-voting, highlighting both the benefits and risks of this innovation. The paper also discusses legislative proposals introduced after the 2023 elections, including the use of electronic banking systems and the mObywatel application for voter identification. The study emphasizes the importance of social trust, system security, and the need for broad public debate. Estonia’s example shows that the success of e-voting depends not only on appropriate technology and legal regulation but also on a long-term strategy of digitalization of public services and building citizens’ trust in public institutions.
