SOME BRIEF REFLECTIONS ON THE CELEBRATIONS OF THE SEPTCENTENARY OF THE ESTABLISHMENT OF KRAKOW UNDER MAGDEBURG LAW IN THE LIGHT OF CONTEMPORARY KRAKOW DAILY PRESS
The 750th anniversary of the establishment of Kraków under Magdeburg Law was celebrated on a grand scale. At the same time, the opinion was voiced that it was high time that the city properly celebrated this momentous historic fact which the communist authorities of the People’s Republic of Poland preferred to marginalize (since the celebration and promotion of traditions associated with the genesis of municipal government would have been against the policy of the dictatorial state). The present article stresses the need to either prove this hypothesis to be false, or to confi rm it, and the author makes his own investigation to discover the true story. Because of the limited space available, the paper cannot be regarded as a comprehensive case study – it should rather be seen as an attempt to signalize the problem. The author provides a fairly detailed description of the techniques used to report on the celebrations by the local daily press at that time – newspapers such as Echo Krakowa, Dziennik Polski and Gazeta Krakowska. It is also emphasized that the press campaign was relatively short (only about 10–14 days), but quite intense, with its climax taking place on June 5 and 6, 1957. All of the dailies tended to write about the anniversary in a similar tone. The signifi cance of the Great Charter for the city’s further development was clearly emphasized, while at the same time it was strongly stressed that the process which had followed was not the construction of a completely new city organism but, rather, the continuation of Kraków’s growing prosperity, since the city had become a significant political and economic centre already before the Great Charter. The fact that the city had been granted the privilege of local government was presented as an event of historic signifi cance and compared to the modern decentralization policy which had formed contemporary local government structures to become the crowning achievement of the process initiated seven centuries before. The economic significance of the Great Charter was compared to the construction of the Nowa Huta Quarter and the conglomerate plant which was taking place at that time. It was also emphasized that anniversaries of the reception of Magdeburg Law had never been celebrated prior to June 1957 – according to the proposed hypothesis, it could have resulted from the negative role ascribed to German settlers, especially after the rebellion of wójt Albert. It was also said that the omission could have been the eff ect of the negative attitude towards the evaluation of German historiography which had interpreted the establishment of Polish cities under German town law (with the signifi cant involvement of settlers of German descent) as the consequence of Poles’ civilizational backwardness, and the increase in urbanization processes, together with the civilizational progress it involved, as the achievement of German settlerscolonists alone. According to Polish scholars, these theses had been used to put the short-term imperial interests of the Second and the Third Reichs above historical truth. After WWII commemorative celebrations of this kind were hindered by the fresh memories of the effects of the German „work in the east” project (i.e. the unprecedented policy of the extermination of the Polish nation) carried out from 1939 to1945 when, according to the learned propagandists from the Ost Institut, Uhr Deutsche Stadt Krakau (allegedly, the product of German settlers’ work) and Wawel Castle (whose name had been changed to Burg) exemplifi ed Germans’ achievements in their mission to civilize the Slavic east. The paper presents the hypothesis (which calls for further research to be conducted) that the communist authorities’ decision to celebrate the anniversary of the establishment of Kraków under Magdeburg Law was either made as a response to the need to create a “new German policy” in the aftermath of the Goerlitz Agreement signed by Poland and GDR, or as an attempt to win the sympathies of the Kraków intelligentsia by the communist party and state authorities in the period of political thaw following October 1956 through the personal involvement of Prime Minister Józef Cyrankiewicz in the celebrations and the fact that the city received a high ranking state decoration. The style of the jubilee celebrations organized in 1957 followed the usual standards utilized by the organizers of this kind of commemorative events in the People’s Republic of Poland at that time.
