Abstrakt

HYBRID ACTIVITIES OF THE RUSSIAN FEDERATION IN THE SAHEL: THE CASE OF MALI

This article investigates the hybrid operations of the Russian Federation in the Sahel region, with a particular emphasis on Mali as a case study. It delves into the concept of hybrid warfare/threats and examines its implementation by Russia through mechanisms such as private military companies and disinformation campaigns. The analysis underscores Russia’s strategic objectives in the region, encompassing both economic benefits and the pursuit of geopolitical influence. Furthermore, the study evaluates the implications of these activities for regional stability and European security. The article concludes with recommendations for Western states to mitigate Russian influence and bolster stability in the Sahel region.

  • Piotr Łubiński - Uniwersytet Jagielloński

    Doktor nauk prawnych (Aberystwyth University, Uniwersytet Jagielloński), absolwent Wydziału Prawa i Administracji Uniwersytetu Jagiellońskiego w Krakowie. Ekspert z zakresu międzynarodowego prawa humanitarnego konfliktów zbrojnych. Zajmował się m.in. problematyką międzynarodowego i krajowego wymiaru sprawiedliwości po ludobójstwie w Rwandzie, kwestią uniwersalnej jurysdykcji oraz podżegania do zbrodni za pomocą mediów. Obecnie prowadzi badania dotyczące działań hybrydowych, w szczególności dezinformacji oraz lawfare. Stypendysta m.in. International Institute of Humanitarian Law w San Remo, Aberystwyth University, Akademii Haskiej oraz absolwent Szkoły Praw Człowieka Helsińskiej Fundacji Praw Człowieka. W 2008 r. pełnił funkcję prawnika w Polskim Kontyngencie Wojskowym w Afganistanie, później zatrudniony na Uniwersytecie w Aberystwyth. Obecnie adiunkt w Katedrze Stosunków Międzynarodowych i Polityki Zagranicznej na Wydziale Studiów Międzynarodowych i Politycznych UJ. Jest także członkiem Jagiellońskiego Centrum Badań Afrykanistycznych.
