Abstract

SOUTHEAST ASIAN IMMIGRANTS IN TAIWANESE FOREIGN POLICY

This article, through the analysis of the situation of permanent and labor immigrants in Taiwan, will try to show the different facets of Taiwanese foreign policy aimed at the Southeast Asian region. Announced by President Tsai Ingwen, the so-called New Southward Policy focuses on talent cultivation and industrial, commercial, cultural, educational and tourism exchanges. Its direct consequence is the exponentially increasing number of ASEAN nationals on the island, who come to Taiwan lured by the high standard of living and opportunities for high wages. From the perspective of the Taiwanese government, a special role is played by the second generation of immigrants from Southeast Asia, who are presented in popular discourse as the future of an island plagued by typical problems of developed countries such as low birth rates and gentrification.

Tobiasz Targosz, Jagiellonian University, Krakow, Poland

Dr, absolwent Uniwersytetu Jagiellońskiego, gdzie kształcił się na Wydziałach Historycznym (historia, etnologia), Studiów Międzynarodowych i Politycznych (studia dalekowschodnie) oraz Filologicznym (filologia orientalna – sinologia). Swoją rozprawę doktorską Symboliczne wymiary birmańskiego nacjonalizmu i polityki w latach 1885-2015 obronił w Instytucie Etnologii i Antropologii Kulturowej WH UJ w 2018 roku. W latach 2010-2017 studiował język chiński i antropologię oraz prowadził badania terenowe w Chinach kontynentalnych i na wyspie Tajwan. W latach 2015-2016 zrealizował w National Chengkung University projekt badawczy Taiwan’s Policy Towards Myanmar 2010-2015, sfinansowany przez Wspólnotę Wyszehradzką. W latach 2013-2016 prowadził badania terenowe na obszarze Birmy i jej pogranicza. Od marca 2023 roku realizuje projekt badawczy Southeast Asian Immigrants, Students and Migrant Workers in Kaohsiung, Taiwan: An Anthropological Study.
